Place Samsara_Mantra_v2_FR.dll in the folder where your VST host application is looking for VST plugins.

To uninstall, remove the Samsara_Mantra_v2_FR .dll file from the VST Plug-ins folder.

Make sure the folder permission is set to 'everyone'
